Does it matters that the 'Seek Error Rate' of a new 8 TB HDD has only a value of 70 if the norm is 100?

Hello,
i have bought me a new 8 TB HDD external USB Seagate STDT8000200 from Amazon.de.
1. The S.M.A.R.T. parameter 'Seek Error Rate' of this HDD has only a value of 72 whereas I guess the norm is 100.
RAW-Value of this parameter is 19764895.
I was so disappointed about this low value that Amazon.de has send me a replacement of the same HDD type.
The newer one has the same problem: S.M.A.R.T. parameter 'Seek Error Rate' has only a value of 70 and RAW-Value is 219473720.
My other older HDDs have the S.M.A.R.T. parameter 'Seek Error Rate' with values of 100 and 200 with RAW at 0.
I don't know if the two HDDs are both defect or is it simply normal to have this values with new HDDs?
2. Also the S.M.A.R.T. parameter 'Read Error Rate' of the 2 new 8 TB HDDs are strange for me with a value of 117 and 119 and RAW-Value of 139733368 and 219473720.
My older drives have values of 100 and 200, RAW-Value for both is 0.
3. The new drives have a S.M.A.R.T. parameter 'Hardware ECC Recovered' between 115 and 119.
RAW-Value is 139733368 and 219473720. The same RAW-values as the S.M.A.R.T. parameter 'Read Error Rate' seen above at point 2.
My older HDDs don't have a S.M.A.R.T. parameter like 'Hardware ECC Recovered'.
Are this new HDDs are defect or are these value are normal?
Should I send them back to Amazon.de or can I use them for important data?
