We are experiencing this issue, where incremental backups are instead being treated as full backups. From the KB article linked below,
Note: No data is lost or corrupted. Due to this issue, incremental backups are effectively full backups. VMware Support is aware of this issue and are currently working on it. This KB article will be updated once the fix for this issue is released.
